Applications are invited for the HEC Chinese Government Scholarships 2024. The last date to apply for HEC Chinese Government Scholarships is 18th December 2023. This scholarship from the Chinese government at HEC is fully funded. All Pakistani students who wish to pursue undergraduate, graduate, or doctoral degrees from Chinese universities are eligible to apply for the HEC Scholarship in China. The scholarship is available for the 2024–2025 academic year.

Nearly all academic disciplines and majors are available to students with scholarships at all levels through the Chinese Scholarship Council, including science, engineering, agriculture, medicine, economics, legal studies, management, education, history, literature, philosophy, and fine arts. The China Scholarship Council bestows the CSC scholarships.

The HEC Chinese Government Scholarships, a branch of the Chinese government, invites Pakistani scholars and students to study and conduct research in Chinese universities. For these scholarships in the academic year 2024–2025, the government of Pakistan has nominated the HEC of Pakistan. The People’s Republic of China’s Ministry of Education has given the China Scholarship Council (CSC) authority to register and oversee the Chinese government scholarship program. Scholarships for undergraduate, master’s, and doctorate programs in pertinent fields of study are available to qualified applicants.

Requirements For Attestation

  • Original attested documents must still be sent to HEC even if the applicant has previously had their documents attested and is now requesting the attestation of photocopies of those documents.
  • The only transcript—complete or incomplete—is also attested, even if the degree hasn’t been awarded. However, this is contingent upon the verification of the transcript in question, or a copy of it, by the degree-awarding institution’s Controller of Examinations (DAI).
  • If the record is incomplete, it must indicate the status of the incomplete studies (i.e., incomplete transcript, degree in progress, etc.). Furthermore, while submitting an online application for degree attestation, individuals should also choose a suitable option for incomplete studies.
  • A transcript that was issued by a department, institute, or affiliated college and was not issued by the university’s examination office or controller must be confirmed with the relevant university’s controller of examination.
  • The applicant’s academic records, including their degree, transcript, provisional certificate, etc., must contain the same information. Additionally, the data must precisely match those CNICs and passports.
  • Kindly fill out the online application form for the “Shahadatul Almiya fil Uloomm al Arabia wal Islamia” attestation. Attach the equivalency issued by HEC along with the details of Aama, Khasa, Aaliya, and Almiya.
  • For attestation of the “Equivalence Letter” issued by HEC, please present the original Equivalence Letter along with all necessary documents.HEC does not attest any document having omission, overwritten or erasing it. In such a case concerned University may be contacted for Issuance of revised documents free of omission/overwriting/erasure. Alternatively, a verified copy of the document, from the Controller of Examination of the concerned University/DAI may be provided.

Learning Opportunities

​​​​​​Under Learning Opportunities Abroad, Higher Education Commission Pakistan is offering foreign-funded scholarships to potential Pakistani/AJK nationals received through diplomatic channels. HEC accepts valid test scores of HAT for Masters & PhD programs and USAT for Bachelor’s programs from potential applicants for foreign-funded scholarship programs. Perspective applicants of foreign-funded scholarship programs including the Hungarian Scholarship Program, Commonwealth Scholarship Program and Chinese Government Scholarship Program etc are advised to obtain valid HAT and USAT test scores before applying on the Learning Opportunities Abroad (LOA) portal. Services and Facilities

HEC has recently introduced a completely paperless system for the issuance of equivalent letters through “eservices.hec.gov.pk”. The system generates the new Equivalence Letters, and, therefore, attestation is not required.

  • The Higher Education Commission (HEC) has introduced a new Degree Attestation System (DAS) w.e.f. May 29, 2017, wherein all applicants have to apply online for degree attestation by creating their accounts on the HEC web link https://eservices.hec.gov.pk and completing their profile.​
  • After completing the online application, applicants must submit their application for the initial examination. If HEC has successfully conducted provisional or initial scrutiny of the application, it will inform applicants via SMS and email at:
  • The HEC attests and returns applications under the walk-in urgent mode on the same day of the scheduled visit. Applications received through the courier service are processed on a first-come, first-served basis and are returned to the applicant via courier service. Upon completing the attestation process at HEC, the institution informs applicants via SMS and email.
  • Applicants must submit original documents of all previous qualifications (matric onward) and other relevant documents, along with a set of photocopies, at the time of degree attestation.
  • ​There are two modes: 
  • (a) Walk-in Mode (for urgent applications only): Under walk-in mode, an applicant can apply for degree attestation by self-submission or can authorize any person to get attestation of his or her documents on his or her behalf.

HEC National Digital Library Programme (NDLP) provides researchers within public and private universities/institutions and non-profit research and development organizations in Pakistan with access to international scholarly literature. Program Offered

Preparatory Chinese language study year is mandatory for Undergraduate programs however can be exempted for the candidate with already having Chinese Proficiency of HSK level 3 (validity period: 2 years). For Masters and PhDs, Chinese and English-taught programs are offered widely in Chinese Universities for Pakistani students.

Financial Benefits

HEC will cover all the costs and expenses incurred during the scholarship by the Chinese government. The full Chinese scholarship will cover:

  • All tuition fee waivers, administration costs, and application fees

  • Monthly Stipend:
  • Bachelor’s Students: CNY 2,500 per month.
  • Master’s Students/General Scholars: CNY 3,000 per month.
  • Doctoral Students/Senior Scholars: CNY 3,500 per month.

Eligibility Criteria

  • Applicant must be a citizen of Pakistan/AJK
  • Must contain 12 years of schooling (FA/ FSc or equivalent A-level) under the age of 25 Years for Undergraduate Programs
  • Must be a Bachelor’s degree holder under the age of 35 for Master’s Programs
  • Must be a Master’s degree holder under the age of 40 for Doctoral Programs
